  • NOTICE OF PUBLIC HEARING ON APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

    A public hearing will be held on Thursday, August 17, 2023, at 6:00 p.m. at Office of Emergency Management, Lonoke County Courthouse Annex, 200 North Center Street, Lonoke, AR 72086 for the purpose of identifying and prioritizing the community needs of Lonoke County, determining whether an application for Arkansas Community and Economic Development Program (ACEDP) funds should be developed and if so, for what community need. Also, comments on proposed project activities will be discussed, especially those with possible impacts on the community, should the project receive funding. ACEDP funds are federal assistance received by the State of Arkansas and administered by the Arkansas Economic Development Commission. These funds will be made available to cities and counties according to need and can be used for community facilities, public infrastructure, or economic development, but must address one of the following objectives: 1. Provide benefit to low and moderate income families, 2. Aid in the prevention of slum and blight, or 3. Meet other community needs, which pose a serious, immediate threat to the health or welfare of the community where no other funding is available to meet such needs. All residents of Lonoke County are encouraged to attend the hearing and participate in the community development process. Lonoke County will provide technical assistance in developing proposals by groups representing low- and moderate-income persons.   • Tornado Relief Grants Now Available

    Just as many grassroots efforts have mobilized across the state to assist Arkansans affected by the tornado, the Delta Dental Foundation and its Board of Directors immediately decided to reallocate grant funds for emergency aid. The funding will lighten the financial load of organizations at the forefront of rebuilding their communities. Who can apply? Nonprofit, government and educational organizations agencies that address immediate disaster relief needs are eligible to apply. The organization must be located in Arkansas and serve Arkansans. Nonprofit organizations must have an active 501(c)(3) IRS status. Priority consideration will be given to those providing emergency dental care, oral hygiene supplies, shelter resources, solutions to food insecurity, and disaster clean-up support. Funding is limited and will be provided based on availability. Applications will be processed within 5 business days. Applicants will first be notified when their application is received, followed by a final communication when a decision has been made on the funding request. A follow-up report detailing how many were served through this funding will be required for all approved requests. APPLY HERE

  • Website for tornado response resources is launched by the Arkansas Department of Commerce

    The Arkansas Department of Commerce has created a webpage for Arkansans and businesses that have been impacted by the storms that hit the state on March 31, 2023. The new page is available at commerce.arkansas.gov/arkansas-tornado-response. The page includes links to resources from the federal, state and local levels, as well as information on how to remain up-to-date on the latest news regarding relief efforts. Business resources include unemployment assistance, insurance resources, consumer protection, and information on disaster loans.

  • Help for Storm Survivors in Arkansas

    LITTLE ROCK – Arkansas homeowners and renters in three counties who sustained damage from the severe storms and tornadoes that occurred on March 31 could be eligible for help from FEMA. The designated counties for FEMA Individual Assistance are Cross, Lonoke, and Pulaski. The fastest and easiest way to apply for assistance is by visiting www.disasterassistance.gov. If it is not possible to apply online, call 800-621-3362. The toll-free telephone lines operate from 6 a.m. to 10 p.m. CDT seven days a week. If you use video relay service (VRS), captioned telephone service or others, give FEMA your number for that service. When you apply for assistance, have this information readily available: A current phone number where you can be contacted Your address at the time of the disaster and the address where you are now staying Your Social Security number, if available A general list of damage and losses If insured, the policy number or the agent and/or the company name Remember to keep receipts from all purchases related to cleanup and repair. Disaster assistance may include financial help with temporary lodging and home repairs along with other programs to assist families recovering from effects of the event. U.S. Small Business Administration (SBA) low-interest disaster loans are available to businesses of all sizes, nonprofits, homeowners and renters. SBA cannot duplicate benefits for losses covered by insurance. For small businesses, those engaged in agriculture and most nonprofits: Up to $2 million is available for working capital needs even if there was no property damage, with a $2 million maximum loan for any combination of property damage and working capital needs. For homeowners: Up to $200,000 is available to repair or replace their primary residence. For homeowners and renters: Up to $40,000 is available to replace personal property, including vehicles. Businesses and residents can apply online at sba.gov/funding-programs/disaster-assistance. For questions and assistance completing an application, call 800-659-2955 or email DisasterCustomerAssistance@sba.gov. If you have homeowners or renters insurance, you should file a claim as soon as possible. By law, FEMA cannot duplicate benefits for losses covered by insurance. If your policy does not cover all your damage expenses, you may then be eligible for federal assistance.

  • New Funding Opportunities Announcement from EDA

    EDA has released a new Public Works and Economic Adjustment Assistance (PWEAA) Notice of Funding Opportunity for Fiscal Year (FY) 2023. (NOFO). The FY23 PWEAA NOFO describes the application submission and review processes for applications received under EDA’s Public Works and Economic Adjustment Assistance (EAA) programs. In order to help communities meet their needs for infrastructure design and/or construction and compete more successfully on the global market, the Public Works program provides funds. The EDA's EAA program supports both construction and non-construction projects, such as the creation or improvement of public infrastructure, sectoral workforce partnerships, design and engineering, technical assistance, economic recovery strategies, and capitalization or re-capitalization of Revolving Loan Funds (RLF). There is no deadline for submitting applications, and they will be taken on a rolling basis.   • 2023 Request for Proposal: One-Stop Operator Monitoring Procurement

    Central Arkansas Workforce Development Board is seeking an independent consultant to conduct One-Stop Operator monitoring of the Central Arkansas Workforce Development Area. The Central Arkansas Planning and Development District (CAPDD) is the current One-Stop Operator. Background: Under the Workforce Innovation and Opportunity Act (WIOA), the Department of Labor (DOL) published Training and Employment Guidance Letter (TEGL) WIOA NO. 15-16. The Letter describes the groundwork for the One-Stop Operator selection process. In addition to the selection process, TEGL 15-16 requires Local Workforce Boards to conduct oversight and monitoring of its One-Stop Operator. The Central Arkansas Workforce Development Board (CAWDB) has chosen to procure an independent consultant in order to conduct the monitoring process. Proposal Requirements: 1. Proposals must be received by the deadline: April 14, 2023 at 4:00 pm. Proposals should be e-mailed to the staff of the CAWDB, Carmen Edwards. In addition, the subject line should be “CAWDB RFP, CONFIDENTIAL PROPOSAL” Complete Attachment A – Coversheet Complete Attachment B – Budget. The budget must include a dollar amount bid for monitoring services. It is anticipated that a firm, fixed price contract will be negotiated based on this Request for Proposal. Each Quote should state the anticipated number of hours required to complete the engagement as well as the hourly rate to be charged by each level of professional providing services. After completion of the services contracted within this request, further investigation may be requested. You must quote your hourly rates for additional services. Costs occurred to prepare this proposal cannot be included within budget costs 2. Proposals must describe entity/company/individual’s understanding and qualifications and relevant experience regarding One- Stop Operator Monitoring and monitoring WIOA Title I Service Providers. In addition, please list previous and/or similarly completed projects. 3. Proposals must demonstrate adequate understanding of federal and state laws and regulations. 4. Proposals must include acknowledgement that the entity will adhere to the roles/responsibilities set forth in this Request for Proposal Package. 5. Proposals must disclose if the organization or entity’s employees are presently disbarred, suspended, proposed for debarment, declare ineligible, or voluntarily excluded from participation by a Federal department or agency. 6. Proposals must disclose if the organization is unable to be properly bonded or insured. 7. Proposals must disclose if the organization or its employees are engaged in fraud or abuse. 8. Proposals must disclose any labor union disputes or issues. 9. Proposals must include entity/company/individual name, address, and phone number. In addition, the proposal must designate an individual who will serve as its point of contact, including that person’s phone number and email address.   • HUD AWARDS $5.6 BILLION IN ANNUAL GRANTS FOR AFFORDABLE HOUSING, COMMUNITY DEVELOPMENT, AND HOMELESS

    WASHINGTON – The U.S. Department of Housing and Urban Development (HUD) today announced $5.6 billion in funding will go to 1,200 communities through more than 2,400 grants to States, urban counties, insular areas, DC, Puerto Rico, and local organizations across the country. These annual formula grants provide critical funding for a wide range of activities including affordable housing, community development, and homeless assistance. “Viable communities must promote integrated approaches to develop decent housing, suitable living environments, and expand economic opportunities to the most vulnerable,” said HUD Secretary Marcia L. In 2022 the program helped over 60,000 families through housing activities, 46,000 individuals through job creation or retention, 83,500 people experiencing homelessness through improvements to homelessness facilities, over 5.3 million people through public services, and over 39 million people through public improvements. $1.5 billion to 664 participating jurisdictions to produce affordable housing — The HOME Investment Partnerships Program (HOME) is the primary Federal tool of States and local governments to produce affordable rental and owner-occupied housing for low-income families. HOME funds a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people. HOME projects leverage non-federal funds including, in many cases, tax credits for affordable rental housing. In 2022 the program helped create over 15,000 units of housing and nearly 17,000 households were assisted with tenant based rental assistance through the HOME program. $499 million to 130 qualifying cities and eligible states to connect people with HIV/AIDS to housing and support — The Housing Opportunities for Persons With HIV/AIDS (HOPWA) program provides stable and permanent housing assistance and supportive services to low-income people living with Human Immunodeficiency Virus (HIV). Over 100,000 households receive HOPWA housing assistance and/or supportive services annually. $290 million to 359 states and localities to address homelessness — Emergency Solutions Grants (ESG) provides funds for homeless shelters, assists in the operation of local shelters, and funds related social service and homeless prevention programs. Recipients enable people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness. ESG funds may be used for street outreach, emergency shelter, homelessness prevention, and rapid re-housing assistance. Annually, ESG connects over 350,000 people to emergency shelter as they transition to permanent housing $30 million to 23 States and the District of Columbia to support recovery from substance use disorder— The Recovery Housing Program (RHP) allows States and the District of Columbia to provide stable, transitional housing for individuals in recovery from a substance-use disorder. Combined the programs will provide critically needed funding to thousands of local programs in all 50 states, the District of Columbia, Puerto Rico, U.S. Virgin Islands, Hawaii, Guam, American Samoa, and Northern Mariana Islands.
